Personal anecdote: I have flow tested Mazda 460 x4 and 680 x2 injectors. The 460s all actually flowed 520 and the 680s flowed ~750. This is at 3 bar  and 100% duty cycle. Perhaps Mazda rates these at 80% DC and MSD rates theirs at 100%?

I had always figured Mazda used their fuel pressure, rather than the standard 3 bar method, which made their ratings a little on the low side.  I wonder now if they only did this for some injectors, like the 460.   It's interesting that your test shows that the 460 flows 520.  I had 550's tested at RC Engineering, and they were right on the money.  That would actually explain why I saw no real difference.  Here's a quote from a message I sent a while back:
 
RC Engineering seems to be a very fast and efficient operation.  They just got my injectors today, and have already called with test results.  I sent 4 very slightly used Mazda 550's, and 2 new MSD-2013's, which are supposed to be 50 lb/hr (525 cc/min).  They said all 6 injectors were clean, and needed no service at all.  The MSD's flowed less than advertised, but not by nearly as much as I figured.  Here are the  results:
 
MSD- 498, 503
Mazda- 547, 549, 551, 551
