Basically it's pretty simple.. you need an ISP who can host your domain of choice with an email system.  Most all have the ability to implement a mail list... you let your participants know the list address to which they need to subscribe, manage the receipt methods (feed, digest, etc) and you're off to the races.  I hope this helps.
