No, they're left open. At the time I didn't realize one is supposed to install bulkheads there. All I have is a strip of 1.5" wide .040 alu lying flat following the cowl curve around. Stabilizes the cowl exits a bit.

You have the fiberglass extensions? Want to sell them cheap?

Thanks Finn, that's good to know.  As for the extensions, I have two sets, and both are aluminum.  The originals were clecoed on when I got the project, and I just riveted the empty holes.  I got a new set with the new cowl, which I planned to install.  I believe there's a part number on the extension pieces I just got, and I'll look for it if you're interested.  Van probably doesn't charge much for them.  
 
You might also want the bulkheads, but I'm not sure they'd fit yours any better than mine.  The cheek gets smaller as it goes aft, so if you cut the cowl to the "normal" length, the opening would be larger than if you left the cowl at almost full length.  My original cowl was cut shorter, but now, I'm at full length. 
 
Just out of curiosity, measure the maximum height of the cowl cheek at the firewall.  Mine measure 9-3/4" and 10-1/8".  I think the bulkhead is closer to 11-1/2".
