I'm about ready for the inspection. Where do I declare the VNE to a DAR or
FAA guy? I don't /can't know what it is till I've done the flight testing.

I don't ever recall this as a requirement on any of the 5 planes I have registered.  That's why they call this "EXPERIMENTAL".   I pretty much leave the legal aspect of these questions to people who care about it.  I do care about the aerodynamic and safety aspects of a plane's Vne but that is a technical question mostly unrelated to FAA regs.
