Not clueless at all. That's a valid point. But it's pretty easy to make a mod (like more carefully balancing your control surfaces) and applying for a new Airworthiness Certificate. If your DAR is a dick, fire him and go with the local FSDO. They're less likely to be real anal about stuff that you say is OK so long as you do the paperwork right.
