  I use a 3/8 inch ball end mill, it is very controllable and wont gouge big chunks out.

You didn't say what size cutter you're using, but Machinery's handbook says that drilling 1010 carbon
steel requires a drilling speed of ~90 ft./min.  By
comparison 60nn aluminum requires 350 ft./min.

If your burr had a diameter of 1", it would be cutting
3.14" per revolution.  The smaller the cutter, the
more RPM you'll need for the optimal speed.
