If your fuel filters are located after the high pressure pumps, and are oriented horizontally, then there is a place for air to reside, and act as a ‘spring’ when the fuel pumps are turned off, resulting in a short run-on. Whenever I remove the gascolator bowl to check the screen for contamination, I end up introducing some air into the system, that gets trapped in the fuel filter case, causing run-on. I get the run on until that air gets gradually purged by fuel circulation.

A lot of rubber hose in the fuel system will store a bit of pressure after pumps off.   Doesn't take much (or any) pressure depending on how rich you are running at idle.  Remember, at idle the engine is sucking pretty hard on the injector.
