(why are so many doing this?) Don't worry about what the steps in Mode 3 represent, just reduce it until you get what you need. Of course the instructions tell you to adjust Mode 3 at a high throttle setting, not the low end you mentioned. Mode 2 is for the low end (assuming you have the current version of software, see manual). Adjust Mode 3 first, test for possible need to adjust Mode 6 at staging point then do Mode 2.
