so as not to accidentally switch B+ (12 volts) to ground !!.........
From racing slot cars. Shunting the motor wires, is the brakes on slot cars.
When un-powered but spinning, the permanent magnet motor becomes a generator. Shunting the output
produces current flow in opposition to the running direction of the motor. The fan will turn, only very slowly.
