     Determine the thickness of the spacer needed (washers, alum, etc) with the correct size
of hole for bolt......JB Weld or Super Glue inside the pan (over bolt hole)......Temp. mount
pan........Borrow or buy a "Duplicating Punch" of approx same diameter as bolt ( "Harbor

The washers sound like an excellent idea Kelly and most likely will work, 
however there might be an issue with keeping everything lined up and in place. 
It might not be to much of a problem on an engine stand with the engine upside
down (note: it might not) but with the engine mounted in a flying aircraft with
the engine right side up there will be a problem.  Maybe some kind of bushing
