It is very true that tuning either system can be frustrating. Ed to relate to your Weber experience I must tell you that when in my racing/tunig days I was real good with Webers. I had a guy bring in a Jag E-type with a nice aftermarket manifold and 3, 40 DCOE's. He was at his wits end, having been to several shops and having spent a TON of money. To shorten the story I completely removed and disassembled the carbs. (to match all the parts, of which Webers have many!) I found that he had 3 different VENTURI SIZES! Two different in one carb! He had bought the system from BAP/GEON and it must have been thrown together from what they had lying around. 3 weeks and $800.00 later we had all the parts put it together and it worked perfectly. The guy was so relieved he was actually crying. The point is that both systems have their advantages and disadvantages. Ernest mentioned earlier go with what you are comfortable with. If your not comfortable with either, seek profesional help! (oops did I say that out loud?)
