I have Windows Media Player, and CyberLink Power DVD,  and Irfanview, I
would prefer Windows Media Player, but have not found the slow motion

I was using Vegas Video, which is more of an editing program, and would have bet that Media Player couldn't play slow motion.  Amazingly, my version 10 of media player does, though not as well as Vegas.  If you have version 10, or if it happens to be the same on your version, there's the help file instructions to play variable speeds.
 

To play content at variable speeds

  1. Play content.
  2. On the View menu, point to Enhancements, and then click Play Speed Settings.
  3. In the Enhancements pane, move the Play Speed slider to the speed at which you want to play the content, or click the Slow, Normal, or Fast links.
 
There's also a couple arrows that let you move forward or back, on frame at a time.  That's probably best once you find a spot you want to look at closer.  
 
FWIW, I haven't come to any conclusions about whether this is worse on the single rotor than it is on any other engine.
