Embed a bunch of cheap, Rat Shack, red LEDs in a block of epoxy goop. Control the brightness with a rheostat.  You can mount them on a  IC board, tape the board under your dash, wait for night fall and aim one LED on each instrument.  Then cover in epoxy  and put it back.  It's so cheap, if it ever burns out just make another.
