Ok, you got me as well.  I really didn't understand why some things would work, and others wouldn't so I went to the source.  Here's the straight skinny...

as shown in your post will work.  It doesn't include a :81, so it goes to the Apache HTML server automatically (it assumes that ":xx" is ":80", = Apache.  From there you are transferred to

http://mail.lancaironline.net:81/lists/flyrotary/
which is a direct link to the Communigate Pro (CGP) email server (that's what the :81 is).  This is a shorter trip to the archives as it bypasses Apache and so should load faster.  It is also the same thing as
http://mail.lancaironline.net:81/lists/flyrotary/List.html
because it has a "/" at the end of the line after flyrotary.  That tells the server to look for a "default.html" file, which in this case is "List.html."

This also explains why some of you may have gotten an error 404...if you sent
http://mail.lancaironline.net:81/lists/flyrotary  or
http://mail.lancaironline.net/lists/flyrotary
(notice the lack of the "/" at the end of the line after flyrotary? )  The missing slash kind of leaves off the end of the sentence for the server. (There is no "flyrotary" file to run in "lists/".  There is a flyrotary directory, but without the slash it doesn't know that's where you want to go.) It's like walking into a store and saying "Please sell me a gallon".  Without the slash the server doesn't know where you want to go anymore than the guy at the store would know whether you wanted a gallon of milk, paint, gasoline, bourbon, or jello.  He would look at you very weird and if he had one he'd hand you a little card that said "Error 404". <g>

I know, this is way more than you wanted to know, but it should clear up why you get errors sometimes and actually get where you want to go at other times. When all else fails, please use

It's the shortest course to the CGP email system, it doesn't have to go through Apache so even if the website is down it is still possible to see the emails in the archives, and it is totally unambiguous regarding where you want to go.
