I simply did as Al suggested.  I enlarge a new starter hole a bit and made one of the mounting bolt holts into a slot by which I could adjust the starter gears mesh by sliding the starter (pivoting on the one hole)  to the optimum mesh and then tighten the bolt on the slot hole.

perhaps you could make the hole quite a bit larger and then make an offcenter bushing that could simply be rotated to adjust the gear lash tolerance, since alignment on the other axis isn't critical.

  If need be, you can oversize the new mounting hole a bit so you can adjust the mesh before tightening down the bolts.
