I think there is a good reason the designers put the filter downstream from the pump. As Tracy has pointed out before, efi pumps don't suck very well, they are designed to push fuel at high pressure. My system has coarse screen filters in the tank, and two efi filters downstream from the pumps. Caveat... I have done 9 hours of ground testing, but no flight test as yet.
