I used to drive an 18-wheeler, and the first tractor I bought was a Mac that had shutters in front of the radiator. A bi-metal 'thermostat' controlled the radiator so the shutters opened when the water got hot and closed when it got cold.
Combine this with one of those new adjustable NACA ducts that AS is selling, and you'll have all the cooling necessary with the least amount of cooling drag.
