   I don't think that last statement is exactly true.  Pickling solution (main ingredient: phosphoric acid) has long been used in industry to absolutely clean carbon steels before painting.  The slight etching it does to the surface has a lot to do with the exceptional durability of factory automotive paint jobs.

   What I can't tell you is how SS321 will respond to pickling, or whether ceramic coating will adhere as well to the etched surface as paint does.
