the other has no hangars available, AND they won’t let you land until
you’ve flown off your 40 hours. (I always wonder how they enforce
that.) So that will put me an hour away – not a good place to
work on the plane

In this case it is McClellan-Palomar Airport in Carlsbad, CA. which is a fairly large Municipal airport. I have heard
of other airports that also handle some commercial transport service that have
the same rule. You can build there, and take off; but you can’t
land there again until you fly off your 40 hours. There are those who
cheat, of course.
