The pressure regulator goes downstream from the fuel rail. It controls the
pressure by by-passing fuel back to the tank; so, yes; you will need a return fuel line. The TWM press regulator threads right into the downstream end of their fuel rail (at least mine does). Make sure the o-ring is in place.<<
