The regulator controls the pressure in the entire fuel rail system, not just the point it is hooked to. It regulates by bleeding off enough fuel to reduce system pressure to the desired point. Think of the pressure regulator like your thumb held over the very end of a hose. By varying the pressure of your thumb on the end of the hose you can control the pressure in the entire length of hose. That is exactly how the regulator works but instead of spraying the fuel past its "thumb", it collects the leaked fuel and returns it to the tank.
